be 동사 다음에 보어가 와야 되는데 still there 부사가 올 수 있는건가요?

부사들 중에서 필수 부사라는 것이 있으며, 문장의 주요 구성성분이 됩니다. 
질문하신 문장에서 “still there”라는 표현이 없다고 하면 ‘위험이 존재하는 장소가 불분명하므로’ 문장이 어색해집니다. ‘위험이 (여전히) 그곳에 존재한다’는 표현이 되어야 완전한 문장이 됩니다. 비슷한 예를 들어보면, “Our school stands.”는 불완전한 문장으로 “Our school stands on the hill.”이 완전한 문장입니다.

Q) proposing 이 해석의 구조상 위치와 매칭이 안되서요..
저는 처음에 해석 할 때 proposing 은 현재분사로 power + proposing ~~ 이렇게 해석을 들어 갔었거든요..
그런데 해석을 보면 proposing ~ 이하 문장을 power 와 별개로 떨어진 구조 해석을 하더라구요,,
그냥 동명사로 봐야되는 건가요??
